A workflow that is not called through another one produces a check named after its job alone: actionlint, not lint / actionlint. Protection on main requires the name GitHub reports, and this line said otherwise.

A protection rule that requires a name nothing produces blocks every pull request while looking correct, which is worth stating in the file the next person reads.

Test plan

gh api repos/Keel-Linux/.github/branches/main/protection lists actionlint as the required context, which is the name the check runs under on this pull request.
