keel 0.23.7. N4: keel spec apply prints "make or renew the database certificate ... done" when the leaf is not due and no file changes. N5: the overlay line says "(wg-quick down, then up; a change of its peers alone with wg set, live)", so the reader cannot tell which path ran. Print the action that ran.
