keel 0.23.13 (N8). With web-2 down, every promote waits two 10 s timeouts on it: fd11:a58a:88ef::2: [fd11:a58a:88ef::2]:51821 through wg0: timed out. A planned promote takes about 21 s instead of about 1 s; write gaps up to 11 s. Members outside the pair only need the announcement; it must not block the pair's handover.
