keel 0.23.13 (N7). After the upgrade wg0.conf has MTU = 1280, the live wg0 stays at 1420; keel spec apply plans no overlay change and keel diff has no MTU line. Only a reboot (db) or a manual wg-quick down/up (web) fixed it. Apply should set the MTU live (ip link set mtu) and diff should compare it. Evidence: handbook docs/evidence/2026-10-10-rollout-0.23.13.md.
