Found in step 4 of handbook decision 0041 (keel-core#17), 2026-09-30. On a booted Core image, re-applying the YAML emitted by keel inspect needed the monitor's alert channel added back by hand: inspect does not read it back from /etc/keel/monitor.json. Decision 0027 says the emitted YAML is complete and re-applies as a no-op. inspect should emit the channels, with secrets as references, never values.
