Decision 0056. Adds .forgejo/workflows: the workflows of .github/workflows, with a runs-on line on each call of a reusable workflow of Keel-Linux/.github, because Forgejo runs a called workflow on the runner of the caller. The GitHub files do not change.

The include pattern /<repo>/conf matched only where the checkout
directory has the name of the repository, as on GitHub. The Forgejo
runners of git.pop.coop (decision 0056) check out elsewhere, so conf was
not measured. The pattern is now the absolute path of conf in this
checkout.
