Erratum of docs/manifest-v1.md found by step 7 of 0041: an overlay with no unit (Coraza) declares hooks.state: {path, timeout}, the hook keel spec apply --system runs to turn it on and off, with state.d/ beside it for other packages' hooks. Rule 12 checks it like a first boot hook; the Coraza example declares it. Implemented in Keel-Linux/keel#63 (keel 0.15.0).
