Replaces the hand-drawn login mark with the maintainer's art: five files in /etc/keel, byte for byte (banner-wide.txt UTF-8 only; banner-utf8.txt/banner.txt; banner-small-utf8.txt/banner-small.txt).

Tier: largest that fits, wide, full, small, none, measured from each file against LINES/COLUMNS, then stty size, then 24x80.
Charset: UTF-8 files when LC_ALL/LC_CTYPE/LANG (then /etc/default/locale, as pam_motd runs under env -i) is UTF-8, ASCII otherwise. No ASCII wide tier.
UTF-8 marks are measured in characters in any caller locale, so centring holds.

Goes with Keel-Linux/confconsole (usage screen) and Keel-Linux/handbook (brand README).

Test plan

bats tests/banner.bats in default, C and C.UTF-8 locales (96 tests)
COVERAGE_THRESHOLD=100 tests/coverage.sh: banner.sh 149/149
real login (login -f root, pam_motd) in a trixie LXC at 80x24, 100x30, 160x45, 200x50, UTF-8 and LANG=C; screenshots rendered to PNG
rebuild core and check the published layer
