Goal

Create the outreach-drafts file at docs/supply-chain/outreach-drafts-2026-05-24.md that PLAN.md Section 15.14 names as the initial-drafts landing spot for Phase 1 supplier engagement. The file collects boilerplate email/inquiry templates for the four Phase 1 outreach targets so the existing 'Supplier pre-qualification outreach (Phase 1)' issue has a structured place to land actual drafts.

Sections (one per supplier, each a template stub):

IHP130 / Europractice (foundry — wk 1-2 per Section 15.14)
PCBWay (PCB fab — wk 4-6)
VeriSilicon (PHY/SerDes IP — wk 8-10)
JCET Group (OSAT — wk 12-14)

Each template stub includes:

Subject line placeholder
Recipient role placeholder (engineering vs sales)
3-5 line body skeleton (intro, project pitch one-liner, specific ask, expected response artifact, contact info placeholder)
Sanction/EAR posture statement template (Brazilian customer, clean transaction path)
TODO markers for project-specific numbers (die area, layer count, balls, etc.)

Also include at the top:

Brief instructions on how to use the templates
Reminder that pre-qualification per Section 15.1 is mandatory before commitments
Cross-link to per-supplier eval.md paths under docs/supply-chain/<supplier>/

Acceptance criteria

docs/supply-chain/outreach-drafts-2026-05-24.md exists with the four supplier template sections
Status: Draft templates header
Each template has placeholders for project-specific numbers (no fabricated values)
Cross-references PLAN.md Sections 15.1, 15.2, 15.3, 15.4, 15.7, 15.14
No commitments or pricing in templates — only structural skeleton
Does NOT modify or duplicate any existing docs/supply-chain/<supplier>/eval.md content if present
