Goal

Create the initial docs/phy/phy-options.md research report skeleton referenced in PLAN.md Section 13. This is one of the three Phase 1 PHY deliverables (Section 13.4). The skeleton organizes the survey work but does NOT make final recommendations — those come from the existing open issue on PHY options survey + partnership outreach.

Structure:

  • Executive summary (placeholder)
  • Why PHY is hard (paraphrased from Section 13.1)
  • Option 1: Open academic PHY (BAG, OpenSerDes) — status, target speed, IHP130 feasibility (stub)
  • Option 2: Commercial IP licensing (VeriSilicon, Innosilicon, Alphawave) — sanction notes, cost ranges (stub)
  • Option 3: Academic partnership (USP-LSI, UFRGS GME, Unicamp CCS, IIT-Madras) — contact status (stub, references partnership outreach issue)
  • Comparison matrix (empty, columns: option / target speed / cost / IP risk / Brazil-compatible / lead time)
  • Recommendation (deferred to outreach issue results)
  • Open questions

Acceptance criteria

  • docs/phy/phy-options.md exists with the structure above
  • Each section has a TODO marker indicating what's missing
  • Comparison matrix is a markdown table with headers but mostly empty rows
  • Document explicitly references the existing PHY options survey + partnership outreach issue for fill-in work
  • No fabricated technical claims about specific vendors or speeds
  • docs/phy/README.md (if absent) briefly describes the directory
