Decision 0056 (handbook#71). The reusable workflows run on the Keel runners of git.pop.coop (label keel-host, no sudo), with the Forgejo artifact actions, Python from a virtual environment, kcov from the runner host, and no SARIF upload to GitHub code scanning. .forgejo/workflows holds the callers of this repository.

The push mirror of this repository to GitHub is held until the cutover of keel and handbook, so this does not change the CI of the GitHub repositories.

Decision 0056. Jobs run on the Keel runners (label keel-host) in place of
ubuntu-latest, with no sudo: the runner host has the packages, and
keel-need-packages fails a job when one is missing. The artifact actions
are the Forgejo ones, Python comes from a virtual environment of the
system python3, kcov from the runner host, and the SARIF upload to GitHub
code scanning is removed.

Decision 0056. .forgejo/workflows holds the callers of this repository
with runs-on on each call. They call the reusable workflows by local path,
so a change to a reusable workflow is tested in its own pull request. The
auto mode of the shellcheck job also looks in .forgejo/workflows and
leaves out the caller and its twin in .github/workflows.
