The inithooks port (inithooks#46) failed tests / python: with --system-site-packages, pip used the Debian python3-dialog and other packages of the runner host. GitHub setup-python never saw Debian packages, so a plain venv is the equal of the GitHub job.

With --system-site-packages, pip took the Debian python3-dialog and other
system packages of the runner host in place of the versions it installs,
and the inithooks tests failed. GitHub's setup-python Python never saw
the Debian packages either.
