Moves both jobs to lxc-trixie.yml of Keel-Linux/.github: a trixie LXC container created by the runner user with no sudo, and no application container. Called at @ci/lxc-trixie until Keel-Linux/.github#17 merges, then @main. The fork guard stays. Fork PRs get no build, lint or autopkgtest. Checks are renamed build / trixie and autopkgtest / trixie, and neither is required.
