Amends decision 0050 for Keel-Linux/keel#167. keel sets net.ipv4.tcp_retries2 = 5 on each node that runs etcd, so a peer connection that a cut stalled ends after about 14 s and etcd dials again.

The evidence is evidence/2026-10-15-etcd-stalled-peer-stream.md in the keel PR. Merge after the keel PR.

On each node that runs etcd, keel sets net.ipv4.tcp_retries2 to 5. A
peer connection of etcd that a cut stalled then ends after about 14 s,
and etcd dials again. The amendment gives the evidence of the netns
harness and the effect on the other TCP users of the node.
