Handbook decision 0061 (handbook#92). The workflow that the build host dispatches after it pushes a staged release to the runner VM: checks the staged release with bin/staged-release-verify (.github#26), runs keel verify, boots each appliance as built (ULX_NO_UPGRADE=1) with the boot test of its repository at the commit its layer records. Plus the lint (actionlint) and security gates.

Handbook decision 0061. The build host dispatches this workflow after it
pushed a staged release to the drop directory on the runner VM. The job
checks the staged release (MANIFEST digest, staging signature, every
file), runs keel verify, and boots each appliance with the boot test of
its own repository at the commit that its layer records, without the
upgrade boot. The lint and security gates come with it.
