Moves build and lintian from a debian:trixie job container to lxc-trixie.yml of Keel-Linux/.github, an unprivileged trixie LXC container on keel-lxc-1. Called at @ci/lxc-trixie until Keel-Linux/.github#17 merges, then @main. Fork PRs get no build or lint. The check is renamed build / trixie and is not required.
