Onboarding to the organization guidelines (decisions 0003, 0004, 0006).

  • COVERAGE.md: baseline 0 percent measured (no test exists). The repository is TurnKey's Debian packaging of Webmin: 619 lines of Python (buildsrc, buildsrc_lib) and 124 lines of packaging shell are the project code; the vendored Webmin Perl is unmodified upstream source and is not under the floor. The file says what a test means here (unit tests on buildsrc_lib, a control-file lint against modules/, themes/ and the appliance plans, the package build on the LXC runner, the boot test through the appliances) and the plan in priority order.
  • .github/workflows/tests.yml: calls test-shell.yml with threshold 0 as the bootstrap placeholder, so the check tests / coverage exists and can be required. The first buildsrc_lib test switches the caller to test-python.yml with the measured threshold.

No behaviour change.
