The runner gives jobs a terminal; git log in the template checkout started a pager and hung the first CI run of deb/pyzbar until the pager was killed by hand. All three workflows set GIT_PAGER/PAGER to cat, and the runner user now has core.pager=cat as well. The selftest runs git log too; with the runner setting in place it would not catch a workflow that loses the variable, so both layers stay.

Review of the pager fix: with a controlling terminal git can also ask
for credentials, and any command reading stdin would block until the
job timeout. The jobs now set GIT_TERMINAL_PROMPT=0 and
DEBIAN_FRONTEND=noninteractive, and every run block reads stdin from
/dev/null. The lint job checks that the package template keeps these
settings, since the selftest cannot notice their loss.

PAGER: cat matched inside GIT_PAGER: cat, so its loss went unnoticed;
every check is now a whole line, and the build step's </dev/null is
checked too. The step itself reads stdin from /dev/null like the
others.
