Goal

Create a structured PT-BR draft skeleton for the PACID grant proposal listed as deliverable #8 in PLAN.md Section 10. Skeleton organizes the proposal so funding work can land content incrementally without bikeshedding structure.

Sections to include (PT-BR headings):

Resumo executivo (placeholder)
Contexto e motivação (soberania computacional, aceleração ML)
Objetivos (Phase 1-7 milestones, vinculando ao PLAN.md)
Inovação (PopLink fabric, 2D torus, cold-plate, RISC-V open ISA)
Equipe e capacidade (PopSolutions Cooperativa, vínculos acadêmicos previstos)
Cronograma (22 semanas Phase 1 + Phase 6+ contingente)
Orçamento (US$ 50k Phase 1 + intervalos Phase 6+)
