Per PLAN.md Section 13. Survey DRAFTED at docs/phy/phy-options.md.

Next steps:

  1. Confirm channel-loss budget for 8-chip water-cooled carrier
  2. Engage USP-LSI (Prof. Van Noije) + UFRGS GME with formal scoping doc; NDAs + IP assignment letters
  3. Begin BAG primitive port to IHP SG13G2 (4-6 person-months)
  4. Issue RFQs to Innosilicon + VeriSilicon for SMIC N+2 SerDes
  5. Engage Brazilian export-control counsel re: FDPR exposure

Tripwire (F-T4): all 4 PHY paths confirmed unavailable.
