Closes Issue #6 (PHY options survey + partnership outreach — letter drafts).

Drafts of three formal outreach letters to academic groups for the Edu PHY academic route per docs/phy/phy-options.md Section 6 (Phased Recommendation):

• docs/funding/outreach-usp-lsi.md (PT-BR, ~870 words): to Prof. Wilhelmus A. M. Van Noije, LSI USP. Co-design of PopLink PHY Edu (IHP130 4 Gb/s) starting from Purdue OpenSerDes; BAG methodology. Bolsa R$ 4-6k/24 months (estimated), CHARRUA v1.2 IP, dc01-br1 access, EUR 30k MPW shuttle (preliminary).

• docs/funding/outreach-ufrgs-gme.md (PT-BR, ~890 words): to GME coordinator placeholder. Differentiated scope: GME co-leads analog front-end (driver + receiver) while other partners cover CDR/digital. Radiation-hardening for Phase 7.

• docs/funding/outreach-iit-madras-shakti.md (EN, ~880 words): to Prof. Shanthi Pavan, cc Prof. Nagendra Krishnapura. iCS group. Parallel research track: BAG-generated open SerDes for SMIC N+2 as hedge against Innosilicon commercial terms. USD 18k visiting PhD (preliminary). BRICS Brazil-India sovereignty framing.

All marked Status Draft v1 pending review by Marcos before sending.

Tests: docs-only. CI runs no validation on .md files beyond presence checks. Per GitOps workflow, will be auto-merged via infra/forgejo/auto-merge.sh once CI green.
